Whining Engine--Can't take it anymore (92 GXE)

Whining Engine--Can't take it anymore (92 GXE)

1992 GXE SOHC
I have been dealing with an embarrasing and extremely annoying whine from my engine for the past year. It gets louder as the car goes faster (with RPM increase). It makes the noise as soon as it is started--even sitting in park. The noise is directly coming from somewhere under the red tank where the oil goes in. I thought originally that it may be my power steering pump, but I'm not familiar with that area. I have no trouble steering or anything else mechanically with the car. It just sounds awful. I have always changed oil, belts, and fluids on a regular basis.

Please help with any suggestions

It could be the power steering pump-it lives in that area. It could also be the tensioner pulley for the timing belt. A mechanic should be able to easily track it down with a stethoscope.
