Rust is oxidized metal.. a chemical change.. You can remove the stain from rust, but if you mean just plain rust that's gonna be hard to just take away with some chemical from the store. I keep getting a stain from my antenna that runs down the panel of my car and won't come off when washing. So I used a clay bar kit to get the stain off. How severe is your bumper problem?

Probably the paint chipped off and that brown spot is really the yellow under-paint that's turned brown.

It must be a dingle-berry, then.
