Valve Cover Gasket / Steering Wheel Vibration

I have a 92 SE with 113k miles, the valve cover gasket for the front bank is leaking badly and needs to be replaced. My question is how difficult is it to replace the gasket for the rear bank? Do I need to remove the intake manifold? Does anyone suggest only replaceing the gasket for the leaky valve cover?
On an other topic, I recently had my tires rotated and balanced. Since doing that I have noticed that when driving between ~15 to ~40 MPH the steering wheel vibrates. At highway speeds the steering wheel does not vibrate. Any suggestions.

You may have a bad alignment or your tires were worn in a way that caused you to notice them more if they moved from the back to the front of the car. IMHO I have had most of the commercial tire places incorrectly balance my wheels. It may not hurt to take it back to them (If they warrantee their work) and have them rebalance the tires, or perhaps one of the weights fell of. Do you have more vibration when you depress the brake pedal? Perhaps your front rotors are warping (seems like a common prob.)
Yes you do have to remove the intake to access the rear valve cover... I would just replace the leaking one in the front as long as the back isn't leaking because it is a pain to have to take the intake off....

The vibrations may be caused by bad tires check the tread on all the tires. If they are shaved even a bit the shop should have a heck of a time balancing them. Some times the rims may be bent a litle and at low speeds it may be more noticable. Also check if they tightened all the nuts correctly. In our cars the rotors come off easy, take the wheel off and check the rotors and anything else you see.
Check if anything is loose.

Yes, identical problem at identical speeds. occured after new tires were put on back and back tires moved to front. Car also pulls right, but it has done this since before last tire change.
