Tube question

While cleaning my throttle I ripped a tube on the left side that comes into the thottle. Before I replace it I have a question. There was a little brush(small metal stick with bristles around it) in the tube, should I put this in the new tube also? Or was this not supposed to be there in the first place?

What do you mean, no??!!!

I just disassembled a VG last weekend... stripped it down to the block. I noticed that pipe cleaner looking thing in that tube, too... so I checked my other VG and another VG. They all had them! I assumed it was there for some reason so I left it in.
