Cracked or worn vacumn lines. With the age of this car, that is a very common problem as the rubber dries and starts to crack at the edges where it bends.

Quick question - What is normal vaccuum under idle and when gassed? My vaccuum is about 18 at idle, dips to 15 under throttle then goes up to 23-24.

yeah, i checked the hoses to the fpr and i didn't notice anything bad. since i did the engine swap i guess i'll have to recheck every hose and make sure i didn't miss something.
