Cold start and Idle

My car will not idle after it has been sitting outside overnight and the temp. is between 30-40 degrees. I have to press on the accelerator for around 30 seconds for the car to keep running and after that is seems fine. Has anyone else had such issues?

Once the car stays running it only idles at 750ish or so, like if the car was warm. It used to idle around 1100 when cold. I looked for a vacume leak but didn't notice anything, I changed two of the vacume hoses that looked pretty bad but that didn't change anythig.

Sorry I should have mentioned that I have a 91se (vg)...
Does it have an IAC or is it the AAC on my engine?

Water Temp connector looked okay, but I checked when the light wasn't that good
