mystery bar in the bumper

ok, i have a GXE and am looking to put in some after market fogs. I checked out below the bumper and there's this this plastic bar in front of the area where the fogs would have been (it's across the whole bumper). is this bar really necessary or can i rip it out? I also don't know much about cars and don't wanna mess anything up..so...

any help will be appreciated!

not its not necessary. On SEs they cut the part where the fogs go...its even indented where its supposed to be cut. I personally like the look of the fron without it and took mine completely off. Its not hard...just undo the bolts and take it off. Then put the bolts back in.

I think it is a much cleaner look without it and dont have it on my SE or GXE.
