Has anyone had problems with the windshield wipers?

Hey, today I was driving along in the snow and all of a sudden my windshield wipers stopped working. I pulled over on a street and couldnt figure out what to do. So I let the car set for like 2 minutes and they worked again. But on my home they stopped working about 3 times. What could be causing this problem?

My wiper problem consists of

When ever I use my intermittent setting, the wiper will stop at the top of the windshield instead of the bottom for each stroke. Sometimes when I turn off the wiper switch it will stop where ever its at instead of returning to the bottom. I have to time it when it's at the bottom. I've been trying to trace this problem for the past year, but it only acts up when ever it feels like it wants to. I've tried replaceing the motor, switch and timer control but nothing helps. It has to be within the wire circuit. With my trusty DVOM, wiper circuit diagram and a consistant failure I can figure this out.
