Something slippin...Bogs?

first off...i have a VG 5 speed,
the clutch has been replaced last summer

well i was drivin in 2nd gear and around 3k rpm...it felt as if somethin was slippin. it kinda felt like a clutch slippin but it wasnt that casue the RPMs didnt go up but stayed at 3k rpm until it fianlly got some power back. My spark plugs, wires and dist cap have been replaced bout 2 yrs ago
what would make this happen?
i am replacin my belts and timin belt this weekend...could it be the belts?

Is there a specific time when it happens, like when it's wet out? If it is then spray down your ignition system with water in a spray bottle and try to find arcs, then replace that part, you might want to try the ignition coil as well.

I don't know about with a voltmeter and all, all i had to do was spray it with some water in a spray bottle and i saw an arc from it, and that's how i knew it was bad.
