Safety Switch... or not HELP

Well this problem has been going on for a while but it has never happned like this. Well when I go to start my car it wont turn over. you can hear the stater engauge, but it dont fire up. so what i did what turn the wheel all the way over and start it up with it turned and it would start fine. well today it what a different story. Now it wont turn over, I have a new starter, alt, battery, plugs and all that crap. Does anybody have input?

Hmm, either starter relay, or the ignition switch is bad.

honestly sounds like a defective starter.
But I'd load test the battery before I pulled the starter to replace it.
Also do a resistance check across the ground wire (from battery to body) and the positive (from battery to starter)
you may have a problem there as well
