Help a Gross Polluter

So I moved to Cali and took the smog test - failed the ignition timing. I scored a 905 when the max allowed is 724. It turns out my radiator fans are always on. Even when the car's cold they turn on, seemingly screwing with my idle. Strange I never noticed this. The mechanic says he has no ideas and it'll take a couple hours to diagnose. ECU has no codes, could it be bad? Or is it just a relay? It's an auto vg. Any ideas?

if the fans are on all the time then the temp sensor may have gone bad. when the engine reaches the preset temp the sensor clicks in the relays thus firing up the fans...or the relays are frozen.....just check with a meter....
