Antilock brake problems when cold

My anti lock brakes actuate when coming to a stop on firm ground when car has been sitting out in sub freezing weather. I had problem last winter and to prevent happening I changed brake fluid (thought maybe water in it was freezing) and replaced tires as they were worn low, did not help. Car is fine after 5 minutes of driving and always good when weather is warmer. Anyone have any ideas?

Do the abs diagnostics procedure. Might be a dirty sensor also.
