PCV = Positive Crankcase Ventilation (valve)
Under idle conditions the valve is closed. The valve is a spring plunger variety and is actuated by the intake manifold pressure. As the car revolutions increase the plunger opens allowing the crankcase to vent back into the intake where it is then combusted. Overtime these valves get clogged and stick open. When this happens you may experience an uneven idle.
You can check the operation of the PCV by removing it from the car and giving it a shake. You should hear it rattle like a spray can. If no, then it is probable stuck open.
El Cheapo fixo is to soak the valve in some mineral turps (or the like) but since this is a cheap and easy maintenance item it is best to just replace if in doubt.
