Mystery plug

Mystery plug

I was hiding my wires that I ran to my system and I noticed a plug type thing that is about 3 inches long and about 1/2 inch wide and it isn't plugged into anything...what could this be?

It is behind the fuse box...and what is "consult diagnostic tool"? I'll try to post pics but I have no digital camera, I'll try to get one soon.
