vacum line?

I've looked at diagrams from various sites, and I've read some threads here but I can't figure out where this anonymous vacum line goes. at least I think it's a vacum line. Anyway I don't have any pictures to post of it as I am at work, I'll do that later when I get off. however it is a line that is going to a green "something" on the drivers side of the engine block, the line looks like it was broken or ripped off of something else as the end is not clearly cut. looking under the hood I don't see any loose lines, nor do I see any connections that are missing a hose completely. I know this is a horrible description, I will add pictures when I can later. also I tried to cut off the cracked end of one of the hoses and reatatch it to where it was but the new end is not even remotly the same size as the connection. the hose is way too small. do these hoses shrink over time or is it possible that the hose was violently forced on to the connection when it was placed there?

thanks.
