Bolt broke off on me...

Bolt broke off on me...
I was doing a brake maintenance on my baby and when I got to the rear left wheel.. I had the head of a bolt holding the caliper mount break off. The bolt unloosened enough to come free from the hub, but the bolt is not missing a head and the rest of it seems seized and rusted like crazy...
Ive tried penetrating lube, heat, hammering etc.. I cut a thin slice and was able to insert a screwdriver and that thing wont budge a bit. SHould I drill it and worry about rethreading it and finding a replacement bolt, or just buy one for 40$ here from the parts store... I am stubborn and think that there will be a way to get it out, BUT will repairing it cost me too much time and money?
Thanks

Try propane torch heating. Not the bolt, that should be kept as cold as possible, but the surroundings should expand. The liquids also will boil inside. Hopefully. After that, buy new...
