That is the vent for the valve covers. There shouldnt be much oil in it, air should be being sucked into that hose, and not blown out. The oil there might be a sign that your PCV isnt doing its job properly.

it's not the PCV

It's just a vent tube for the valve cover.

If you didn't clean the tube, then your in good shape, there isn't much there. It's really just small ammounts.

Trace the hose, it goes to the top of the valve covers with no restrictions, you are going to get a small ammount of oil, but it's not worth talking about. You could always throw on a catch can (but do one for both the vent tube and PCV). I wouldn't bother unless ypu removed the intake manifold and cleaned it.

Valve Cover vent

Yes that's a tube that sends any blowby from the valve covers into the air intake snorkle. It's normal to have some oil sucked into it, but if it's alot (such that the inside of the air intake bellows is full of it) it may mean a problem with the crankcase ventilation (PCV) or a vacuum leak, say in the valve cover gaskets, that's sending too much air into this pipe and carrying oil with it.
