I'd be looking at the grounds and start checking wires and connections.
BTW a malfunctioning regulator can trigger the lights and still charge just fine
ask me how I know

which means you have a current draw.
start pulling fuses one at a time with a meter attached between the battery and battery cable.
the fuse that changes the meters reading is the circuit with the draw

If you're ever suspicious of a fuse, check it with a meter even if it doesn't look blown. Shortly after I bought my car I lost my taillights, dashlights, and my corners. I checked all my fuses twice and couldn't find any blown ones, so I started digging through wires and taking the dash apart and finally decided to check the taillight fuse again with a meter, and sure enough it was bad even though it looked fine.
