I like to drive fast, and it really irritates me when I have to slow down when cornering. On my 92SE, which would help this problem most? (I know I should get both, but college is expensive and $$$ is in short supply

SusTech FSR and RSB, and FSTB

OR

Eibach springs and Tokico struts?

IF you've still got the original struts on your car, I HIGHLY recommend you get eibach/tokico first. than save up your money and buy the other bolt-on goodies. by now, the original struts on your car are getting close to the dangerously worn stage..
because of this, you can also justify this $$ spent on regular maintenance.. usually a set of struts will "only" last a car about 60-80k miles. my struts were blown at 70k and I continued driving on them until 100k.. it was pretty scary on the highway when I'd hit bumps in traffic.

handles

How many miles do you have on your car? Chances are new struts will tighten up the ride. Also what kind of tires do you have? There is not a great selection of high perf. tires to fit the stock rims, but if you got some 205/65 all season touring tires, you could go to some 215/60 V or Z rateds and tweek up the handling.

The SE has decent sways on it stock, springs and struts will do more than sways but are $$$.
