shift lock not working

I have a 90 GXE with 192xxx. I am having problems with my shift lock mechanism. It seems to be sticking and only works occassionaly and when it does it acts like there is a short somewhere because it is constantly going on and off with the brake pedal depressed. I have looked at my brake light switch and it looks fine. I know the problem is not in the shift lock mechanism itself because when a voltmeter is applied to it, you can see the voltage fluctuating indicating problems upriver somewhere. Anybody with any knowldege of this who can help would be appreciated.

I took the switches out that are located above the brake pedal. The one switch on the right is the brake lampe switch the other is for the cruise control stop. There is no shift lock switch there. I went down to Nissan shop and they showed me the digram for the system. It appears that the problem lies in the control unit located in the passenger side foot well (on the right side behind the lower cover). I'm getting it priced today. The circuit board had a couple scorched places on it by one of the microprocessors and a diode. We'll see what happens, but bottomline, there the shift lock switch is the brake light switch on 3rd gens and if your brake lights are working the switch isn't the problem.
