Starting problems on 91 SE

Sometimes when I turn the key, I hear a clicking sound from the started and
a clicking from a relay in the dash but the car just won't start. I shift to
nutral and it still won't start. After a turning the key a few times, the
car will then start up normaly and idle smoothly. What is causing this
starting problem? Please help me. Thanks in advance
