really dumb headlight problem help plz

i went to get a safety inspection today so i can get plates for my Max. anyway, they failed it because the right side high beam didnt work. no big deal, buy a new bulb. the bulb wasnt the issue cuz i replaced it twice, still no high beam. the left side high beam works, and both low beams work so i dont think its a switch issue. short? how can i diagnose this? really, really stupid that my car fails safety because of a high beam but i need to fix it...so, help please?

I had a bulb in my 90 SE that was pushing too much wattage. The plug burned out. I had no low beam but the highs worked fine. Check the plug and go cut one outta a junker.

The switch is shot. Either take it apart and clean it, or put in a new one.

sanded corrosion off. will buy a new switch when i have some extra cash, no hurry. it works for the moment.
