Headlight problem

The problem- only one of my headlights works at a time. On low beam, one is on and one is off. When I switch to high, it's the opposite one that's on/off. I swap the bulbs, and nothing is different. The only way to get them both to work is to hold the turn signal stalk halfway between the high beam and low beam setting.

Just wondering if anyone else has experienced this problem. I took the switch setup out of the column and cleaned it up inside with electrical contact cleaner. Had no effect. I suspect that the dimmer switch attached to the base of the turn signal stalk is what's bad.

Thanks!
