Broken ground strap on exhaust hanger bolt

I noticed I had a bad cat hanger on the passenger side and noticed the bolt that holds it on had a broken ground strap on it. My exhaust is new, had it done at a shop, so it looks like it possibly was connected to the cat. Anyone know where it's supposed to go? I have a new hanger and would like to replace the strap.

I just cut mine off and I haven't been shocked yet or anything (been driving around for a yr like that). Bracket was rusted.

Don't know what the point of that is.

it's bolted from the side of the cat hanger to one of the bolts of the cat flange.

i'm guessing it's either for rust or to put in a ground for the O2 sensor.

Isn't the entire exhaust system grounded though via exhaust manifolds & clamp to tranny?

yeah through multiple gaskets and rusty hardware/broken studs...how good do you think the ground is at the O2 point?
will it work w/o it...sure
but is it optimal...nope
