hood release cord

last tuesday we had one of those lovely new england snowy mornings. to be on the safe side, i had my lights on driving around. stupid me..forgot to turn them off. no biggie, right? of course my battery died while i was in school for 7 hours, so i tried to get a jump from a civic. i dont know if it was the civics battery or my cables, but the car wouldn't start. so i called AAA. when the guy got there and we tried to pop the hood, it wouldn't open. the guy tried for like 20 mins to get it open, but finally towed it to a local garage. two days later i got my car back with a bill for $225. the guy said the had to rip apart the engine to replace the $45 cord. does anyone know how to replace. that just seems like a lot of labor time to replace something that seems so simple...

Labor time should have been closer to 1-2 hours, not 5.

the only things required to be removed are the hood latch, posibly the left headlight, and the left side fender liner.
