the started was going on the car so i replaced that and now that i have put a new starter on and a new battery the vehicle wont even crank. im getting 12 volts to the starter as well. any ideals what it could be????

 

When you installed the starter, you did remember to hook the solenoid wire up, right?
if so, hook a test light to the solenoid wire, verifiy it lights up when the key is in start.
If that works, I would suspect a bum rebuild.
