Brake light issue, turns off when headlight on

Brake light issue, turns off when headlight on

I've done a brake light issue search and found that it's a real common for the brake light to stay on and not turn off. However, my issue is different. The brake lights work fine with all lights off, aka in the day time. But as soon as you turn the headlights on, the driver side brake light goes out. The parking light works for both side, but when the brakes are applied, the driver side goes off completely. The passenger side works fine. My dad got a fix-it ticket from this. Does anyone know how to fix this issue? It's not a bulb problem because I've changed the bulb and still the same. TIA.

check the bulb sockets to see if there is anything that might cross-connect any of the wires.. Also try with only one of the two brake bulbs inside that housing installed, to see if it's an issue when only both are plugged in.
