Is the engine running rough or is it smooth? If the engine runs smooth, I would suspect the MAF.

Roughness could be the fuel injectors. Fuel injectors are a problem on these engines. You can measure the resistance of the fuel injector coil. It should be 12 ohms. The higher the resistance, the less fuel gets into the cylinder and several bad injectors will really hold back the engine.

Another problem could be the spark plug wires, distributor cap and rotor.

That guy is called the power valve actuator for the variable length intake. Most likely due to its age the diaphragm inside is torn and no longer moves when vacuum is applied. But since you mentioned that there's no vacuum, check the hoses for cracks, make sure the one-way valve is installed correctly and see if the green solenoid which is connected the actuator works. Usually if you see a crack on the body of the solenoid, chances are it's no good. (EDIT: I noticed from your photos that you painted the solenoids black. It should be the bottom one of the two)

Also, where did you get the injectors and MAF? Are the injectors rebuilt/remanufactured?

Those two things I highlighted usually don't compute when it comes to parts for our cars. And I wanna bet that will be your problem. What I recommend to do is go to a local junkyard and get an MAF (hoping it's still good, but most of them are) but make sure it's OEM.

If there are vacuum leaks due to bad hose routing or condition, it may cause a small hesitation in regards to that, but it's definitely not the cause of the problem you are having now.
