New Chip on ebay!?!

Does anybody have a clue what the hell this chip is about.. I thought they didnt make chips for our car...or chips this cheap i should say.. check it out on ebay.. is it a scam or what.. not even a brand name either.. Theres also some other mod on ebay that reroutes your gases away from your manifold... tell me boys and girls what the deal is with this...JUNK?
