Can new springs be defective?

Can new springs be defective?

Hi, I just put new H&R lowering springs and KYB GR-2's on. Car feels great but my right fr. makes a springy shifting type of noise when i go into reverse and then again when back in forward. also at full stop and turning wheel in either direction. it feels like the springs aren't seated correctly. The shop re-installed it but i came back a few days later. please tell me what i should do next. Can on spring be bad? do i need new hardware? Thanks

suggest to re-lube your strut bearings that sould get rid of the creeking noise
