DOES THE 96 GLE HAVE A GOVERNOR OR NOT?

I'm sorry, I know this has been hashed over, but there seem to be so many differing opinions. Is there anyone out there who knows if the 1996 GLE has a speed governor or not? Thanks.

do you have S&C package on your car?

that gives your car H rated tires from factory?
if yes then you have no governor....

Yes, it came with H rated Michelin MXV4 tires. So, I guess it doesn't have a governor. Whoo, that's good news, I didn't want a 200 HP car that can't even hit 120!
