it could be it's aging and glass surface on the inside of the bulbs are turning yellow, it would not be possible to clean however, you can definately clean the outside of the bulbs(given they're not HID) with a cean wet towl, careful not to scratch or put too much pressure on the bulb itself. The bulb on the right side is readily accessable by disconnecting the electrical plug behind the headlight assembly. You'll have to press down and pull the plug out carefully without damaging the wires. After that, reach in and unscrew a round cap that's holding the lightbulb onto the headlight assembly. At this point you can pull out the bulb slowly. To get to the one on the left side, you'll have to take the plastic piece blocking the headlight assembly out, least that's the way it is on my 97 SE. Hey if I were you I'd just pay $8 for a new bulb or get a pair for best matching and FYI these bulbs have both low beam and high beam fuses in the same bulb. Good luck.

And check the inside of the bulbs. If there is a significant amount of black/brown film on the inside those bulbs (both of them) should be replaced. This film is caused by the deterioration of the tungsten filament, due to high temperatures, resulting in the deposition of the tungsten onto the inside of the bulb glass. IF these bulbs have been in the car for more than 4 years, they are about due for replacement and would cause yellowing or dimming of the light output.
