From what I understand, the rear sensor's only purpose is to monitor the condition of the cat. The ECU compares the rear reading to the fron to see how well the cat is doing its job.
The cat is allowed a linear decay rate based on the rate of decay detected in the first 4000 miles. (which is marginal at best since the decay rate of the cats effectiveness is not linear)

Does it have any effect on the mileage, or is it just in my mind? I had my knock sensor replaced last week, my rear o2 sensor is on order and should be in this week. My mpg doesn't seem to be as high as it was.
