Quick Q about Clearance Lights

Don't think I'm a dumbass for asking this, but I just want some confirmation if I'm right.

Is the idea behind the Clearance Light Mod to have both filaments illuminating?

it was my understanding that both light up to make 27 watts.... either way .. .it looks better.
