Funky idle

WFT wrong with my car? When I turn the lights on my rpm drops from (800 rpm) adn the rom jumps 50 rpm, when ever I press the brakes the lights dim and the rpm drops and jumps around 50 rpm to about 700 rpm while hearing a whining noise coming from engine bay on drivers side behind the gauges, when ever I let go of the brakes it still makes the sound and jumping in rpm but the rpm increases and jumps at the new level which is around 800 rpm. Is this a brake booster or some type of a hose problem?

I was gonna say brake booster, but the idle would go up indicating a vacuume leak, your is going down.

Bet your IACV is stuck or on it's way out. The location of the noise you hear is right where the IACV sits.

mine idles at about 600 rpm ... i wonder if this is normal?

for a 5speed 650 rpm is normal. Where is the IACV located, I know that its around the TB area but I have no idea of how it looks. If someone can tell me I will clean it and see what happens.
