Did you use higher rating fuse under the dash for the cig lighter?? That's a big no no. If so, you probably have a short at the cig lighter. Since the cig. lighter fuse is bigger rating than it suppose to, the ignition fuse under the hood is blowing. This prevent you from starting your car instead of just blowing the smaller fuse under the dash. The ignition fusible link supplies power to many other circuits including the cig. lighter.

Here's the circuit that feeds the cig lighter.
Battery --> 30A fusible link --> Ignition switch --> Accessory Relay -->15A cig light fuse --> Cig lighter.
Since you are blowing th 30A fusible link, anything after that could be the cause. Did you try take out the 15A fuse totally? Does the car still blow the 30A fusible link? If not, then it's got to the wiring between the 15A fuse/fuse box to the cig lighter. If you are still blowing the 30A fusible link without the 15A cig. lighter fuse. It could be ignition switch is shorted out or could be the accessory relay is shorted out.

yeah its still blowing without the ciglighter fuse. which one is the accessory relay? and should i just check where the ignition wire is in the engine bay by the fusible link? could this short happen somewhere along the wiring or would it happen at the ends (where the wires come to the fuses/relays) ? its gonna suck if i have to cut out all the wire from the factory loom....
thanks so much guys!

Couldn't you use a multimeter to test the wires?

I think the relays are in the black box on the passenger side. I do remember seeing some relays under the dash by the fuse box. I guess it's down to the relay or the ignition switch. Wires are the last thing to go. Majority of the time, a device will fry first.
