Emissions question: stock or RT cat?

If you get an aftermarket Y-pipe, which cat would procide lower emissions, stock or rt cat? I would guess RT but I am quite often wrong

RT Cat is freeflow, so I would think it allow more carbs to go through but you can still pass inspection with it on..
