Hey Duplex, try Capitol Raceway in Crofton Maryland. I think you can do 1/4 miles on Sundays.

7580 is probably the closest, but it's the most crowded.

Anyway, what you want is a test and tune day or night.
You basically pay $10 and wait in line. Run as many time as you want.
