It most likely aerodynamic, something is creating the whistle at high speeds only when there is enough air moving. For your sake I hope thats it. Check your fender liners and the liners under the vehicle, they may be loose.
Belts would not begin whistling at a certain speed. The RPM range is what would make the belt whistle - if your in lets say 4th doing 65 mph at 2500rpms and its whistling, it not due to a belt, because the belt is moving just as fast at 2500rpm in 1st gear when you are doin 5 mph - make sense? (I confused myself on that one)
If its an axle, similar relationships exist. You need to clarify the sound more for us.....
What gear do you hear it in?
What type of acceleration are you under, WOT, cruising, etc?
If you release gas pedal and coast at 65 do you still hear it?
