Can anyone tell me what ECU code 04 13 is?

According to that chart short code 13 does not exist.

Did you pull the code correctly? You might want to double check to make sure you counted the pulses correctly.

I checked a few times, 4 long pulses and 13 short pulses. I remember seeing this a while back in a thread. Search function not working, think it had something to do with OS sensor.

upstream oxygen sensor circuit slow response fault(left bank)=0413

maybe you should check your O2 sensor...or buy a new one($112 aprox.)
