205-40-17 is a civic size tire, the proper size is 235-45-17, MUCH larger than those rubber bands you are riding on right now.

What is the width of your wheels? 235/45/17 is the correct size for a 17x8 inch wheel. 235/50 would cause your speedometer to be off by a bit, and 245/45 is probably too wide unless you have a 8.5 inch wide wheel.

225/45/17 in either case should be ok. 235 is too wide, especially if they are just 7 inches wide

thats way too big, some would argue that 225/45/17 is better than 235/45/17 ( i have 225) but everyone agrees that 245 is too big...

If you have 17x7, 225/45/17
If you have 17x7.5, 235/45/17

Use this tire size calculator to compare sizes;

http://www.miata.net/garage/tirecalc.html

245s would be going too far, unless your engine has a major power upgrade, like a turbo or SC or NOS.

What should the rim offset be for the max?

You can fit a 235-45 on a 17x7" wheel. It's not recommended by the manufacturers but it can be done without trouble.

Can you put a 245 on a 7.5" wheel?

Yeah, you can put 225/45Z on your rims, BUT It’s pushing the limit of your tires. Especially with low profile like 45 and Z speed rating you are asking for a fast tire wear.

The best set up is 215/45Z for 17X7 rims or get 17X8 for 225/45Z and you will be really set for some nice performance.

P.S. Depending on the tire brand the 215/45Z than 225/45 might appear wider.
