Do I need need new shocks and struts when lowering my car 2"
Well first off shocks are struts. And yes you should get new struts when you lower your car. If you dont you will have a bouncy and harsh ride, and you stock struts will end up wearing out very quickly anyway if you dont. And a FSTB is a good cheap way improve handling. If you look on e-bay you can find a bar pretty cheap or you could get the courtesy one from www.courtesyparts.com for $40. As for struts most people seem to like either KYB AGX's or Tokico Illimina's. You can get the AGX's for $380 from either www.custommaxima.com or from www.southwestautoworks.com. And the Illumina's can be had for $488 from the same places.

eibach makes a kit.. they are just bolts that the aligmnet shop can use to mod your camber.. $35
there is another company that make these camber bolts as well...
or
you can get stillen camber plates.. $325
your choice

Thanks for all the help everyone. This is what I am going to do:
1)KYB AGX Adjustable Strut/Shock Package-SET OF FOUR
(Does set of four mean front and rear shocks?)
2)Sprint 2" coils
3)Front Strut Tower Brace
4) No camber kit since a good alignment will do the trick

If you're concerned with performance and ride comfort, I'd rethink your plan. Instead I'd use the following:
1) Whatever front struts you choose
2) Tokico Illumina rear shocks ($75 each shipped from No Limit Motorsports)
3) Progress springs (1.4-1.7" drop)<$150 on ebay
4) Motivational Engineering Rear mounts $115 shipped
5) FSTB (<$50 ebay)
6) RSB (rear sway bar) $120 or so
7) If you choose to get the Stillen camber plates (which I don't think you really need with Progress springs) I have a brand new set that I'll sell for $240 shipped...$100 less than Stillen.
With Progress springs, you'll lower the car more than with H&R or Eibach and you'll have the comfort and performance of the H&R spring. Tokico Illuminas have a much better valve control over AGX's, yielding a much better ride. The Motivational Engineering rear mounts will give you back an inch of suspension travel...you'll have a much more comfortable ride and you're cornering will be much flatter in the rear.
