If you have a 97, you don't need to rewire anything - you just need to reverse the 1157 bulb in your clearnace lights so it utilizes the brighter higher wattage filament.
remove the clearance light, remove the bulb, snip off the upper nub (closest to the glass), put the bulb back in, lining up the lower nub with the guide for the upper nub on the socket.

If it's a loose fit, use some electrical tape to make it a snug fit.

bumper light? you mean the one next to the turn signal? That's a 194 bulb, the clearance light (corner light) next to the headlight is a 1157 dual filament bulb.
Before (the upper one is the corner "clearance light" and the lower one is the one you're calling the bumper light)

After

I think on a 95 you have to rewire the light some how as it uses the high wattage filament when you use your turn signal.

OK, now I'm confused about which light you're talking about.

The clearance light mod (reversing the bulb to use the brighter filament) is for the "corner light" next to the headlight. The upper light in my pictures.
The first picture was taken with APC superwhite 1157 bulb in the correct way. You can see how dim it was, because the rest of the picture is so dark - I could barely see in my garage.

The next picture was after I reversed the bulb to fit the other way.
It lights up the entire garage!
But then my bumper lights looked really yellow in comparison.

the 3rd picture is after I changed the bumper lights to APC superwhite 194 bulbs.

Here's a head on view of my car at night.

97 doesnt need to be modified for brighter bulbs but needs to be turned to use higher filament. Same with 95, just turn bulb to use high filamment. The 96 was the last year the corner got brighter for turns.

I have a question for you 95-96 guys who have done the bulb reversal.

When you use your turn signal, does your clearance light go dim?
