Engine Check Light / OBDII question

I took my 1996 SE to Autozone and had them try run the diagnostics with their OBDII tester. The guy was unable to retrieve any codes. (my manual check gives me code 03 02). Should all testers be able to read the code and does anyone know the procedure on how to correctly use the tester just in case he was doing it incorrectly - should the engine be running at the time of the test???
I know each tester may have a different procedure but I just want a general idea of how the test is run.
