Can CV boot clamps be replaced?

Can CV boot clamps be replaced?

I took my car in for a regular state inspection and the guy inspecting it said "this car is in amazing shape, but your CV Boots are leaking a little". He showed me where, and I could definately see some grease on the axle at the end of the outer boots on either side. He said that it would cost around $50, but I should just do it myself by cutting the clamps and putting them on with a special tool.
Anyone know how to replace them, if they can even BE replaced, and what this "special tool" is??
