My E-break is really lose what could be the problem?

 

Broken/stretched cable.

Inspect your rear calipers on both wheels: the brake cable might be disconnected from where it links with the caliper lever. It happened to me once on one wheel. Suspected the caliper was seized, preventing the hand brake lever from returning to its released position when the hand brake it released. This will make the hand brake to slip off because the attachment is only an open end bracket.

 

Don't know if this applies to 5th gens, but on 95-96's the brake cable is prone to getting cut right near the pivot of the trailing arms.
