1995 Max SE Fog Light Help

My passenger side fog light was alot dimmer than my driver's side one. Go to change the bulbs in them both, and it appears that the reflective tape/liner has started to peel off.

I know that i can take a heat gun and pry the lens off to repair it, but would it just be easier to buy a new one? If so where, since i cant find anyplace selling them.

Also, would the removal of the metal hood located slightly above the buld do anything, or should i just give it a nice lining of reflective tape so that it can redirect the light it blocks?
