Brake shims

What exaclty is the purpose? Are they supposed to be glued to the pads or just free floating pressed against the pads?

They're pressed in between the pads and calibers. They create a tighter fit and prevent the pads from vibrating against the rotor (which causes squealing).

Don't glue them. Just put a little (paper thin) anti-squeal goop or brake grease in between pad and shim, and shim and piston.
