when i start my car up in cold weather theres a loud whinning noise coming from the left side of the engine..any ideas?

 

im getting the same problem in the NYC cold weather. My only thoughts would be the cold air causing metal on the pullies to contract against the bearings while the belts are spinning these pullies casuing the noise.
