Horrible noise from front passenger wheel

I am getting a horrible noise from my front passenger wheel. Here is what I know.
-It sounds like a scraping and only does it after the car has been driven a while.
-It only does it when I turn- the first time it happened it was when I turned right, then only when I turned left, now either way. Just a quarter turn of the wheel will cause the noise.
-It does it when the transmission is in neutral.
-The brakes (at least the outer pad) are fine. They have over 50% left.
-The CV boot is in good shape-no signs of leaks/tears.
-The last time I had the car on jack stands I checked the wheels and there was no play in them, meaning the wheel bearing was good.
-It sounds very familiar to when I wore my last brakes too far but there are no grooves in the rotor.
-The car is lowered so it could be something in the suspension.
-The noise is speed sensitive and stops when I stop.

are the lug nuts tight?
has the wheel been removed recently?
if so, try jacking up the car then tightening the lug nuts. if the wheel is cocked or not on there right it could seem tight but really be loose. just my $0.02

The wheels were removed the week after Thanksgiving but I will check them anyway. Something else to add; before this noise started this morning I was getting a light squeal only when lightly on the accelerator around 30 MPH. It would stop when I let off the gas. Is there any way to test a CV joint?

The lugs were all tight but I took the wheel off and looked around anyway. I swear I don't see anything wrong which really worries me. I did the CV test where you drive around in circles and heard no noises. This may be a dealership thing after Christmas.

If your caliper guide pins are sticky, the caliper cant float and may make noise and/or wear down one of the pads much faster than the other.

Take another look at the inner brake pad.

Also look for incriminating gouges in both sides of the rotor from something scraping.

While I had the wheel off I took both brake pads off and the inner was worn down more but still had plenty of pad left. I just swapped them so that they would wear more evenly. I checked the rotor and couldn't find anything but the inner pad did have about a half inch wide band down the middle of it that was a brown color. It looked like something was rubbing but I never could find anything that looked like the problem. There are no signs of rubbing on the rotor.

In case anyone had the same noises the problem turned out to my my wheel bearing. I had it replaced and no more noise.

Yea, I had that problem during the summer. All of a sudden this horrible rubbing sound came about. I took it to the dealer and they said that my brakes were pretty beat anyway, so they replaced a bunch of stuff, and it fixed the problem.
